GENERAL TERMS AND CONDITIONS OF HIRE
PLEASE NOTE THAT THIS IS A 'NO SMOKING' VENUE

  1. The hirer (the person or organisation who completes and signs the Booking Application form) are advised to await written confirmation of the booking before making any further arrangements in connection with the booking of the room(s) and should be aware that such application, once accepted on behalf of Onchan District Commissioners, has contracted to comply with the conditions of hire. Commercial Party organisers and Hirers of Specialist Equipment or Caterers should be aware of the conditions of hire, and extra copies of this document will be made available to the Hirer on request.
  2. Payment of the hire charge must be made by the Hirer(s) without further demand to the office of the Onchan District Commissioners when the “Application to Hire” form is returned or MONTHLY if for regular periodic hirings. Cheques should be made payable to Onchan District Commissioners. Payments may be made on the telephone by Debit Card; should this method be chosen, the booking form must be emailed to the Bookings Secretary, and the date of payment by Debit Card highlighted thereon.
  3. The session hire charges are for periods as booked and reduction in the charges will not generally be made if the whole period is not used.
  4. The session hire charge relates to a period of time and any preparation, setting up or clearing away must be completed within the stated hiring period. This includes the time needed for the erection of equipment, and owners of such equipment should be aware of the conditions of hire. Inflatable equipment, such as bouncy castles, can only be used in the Sports Hall.
  5. The evening session unless otherwise agreed in advance commences not earlier than 7.00 p.m. and terminates not later than 11.00 p.m. The Centre must be vacated not later than 11.15 p.m. unless otherwise agreed in advance. An additional charge will be made for such hire which terminated later than 11.00 p.m. and/or exceeds the four hour maximum period.
  6. After the initial enquiry and a reservation is made, the application form to hire is posted (or emailed by arrangement) to the applicant. A copy of the booking will be enclosed, and should be checked by the hirer. This application form should be returned completed, with the fee, (Please see Note 2) within seven days, otherwise the booking will be cancelled by Onchan District Commissioners. After the application to hire form has been received and accepted by the Booking Secretary, the hirer is liable to pay the session hire charge in the event of cancelling the hire unless at least four weeks’ notice in writing of the cancellation is lodged with the Booking Secretary (public holidays excluded). If more than four weeks notice of cancellation is given, then 50% only of the fee will be returned.
  7. No games of chance or betting are permitted on the premises.
  8. No sale or consumption of alcoholic liquor to take place on the premises.
  9. Hirers must comply with the limits imposed by the Fire Certificate relating to the maximum number of people permitted in each room:-

    Sports Hall (closely seated audience) - 350
    Community Hall - 100
    Committee/General Purpose Room - 45
    Games (Snooker/Darts) Room - 26
    Coffee Bar and Facilities 25
  10. Hirers must comply with the “Fire Routine “ – printed at the end of this document, and is displayed also in the Centre. No smoking is permitted in any area of the Centre.
  11. Hirers must comply with any instruction of Onchan District Commissioners’ officers to the security, maintenance, good order and well being of the Centre. IT IS IN THE HIRER’S INTEREST TO CHECK ALL AVAILABLE WINDOWS, INCLUDING THOSE IN THE TOILETS, BEFORE THEY LEAVE THE PREMISES IN CASE CHILDREN HAVE VENTURED UNSEEN INTO OTHER UNLOCKED ROOMS AND OPENED THEM.
  12. Onchan District Commissioners reserve the right to cancel a booking, or offer an alternative booking, if the premises are required by the Commissioners. At least seven days notice of such cancellation would normally be given.
  13. Onchan District Commissioners reserve the right to refuse to hire any room(s) or cancel with or without notice any hiring if in the Commissioners’ opinion, such use could be detrimental to the fabric of the building or its fixtures, fittings or contents or be contrary to the principles of use for which the Centre is intended.
  14. The Hirers shall not do, or permit, nor suffer to be done on the premises or within the curtilage of its boundaries including the car park, paths and surrounds, anything which may invalidate the insurance of the premises or increase the premium of such insurance and/or which may cause a nuisance or be of annoyance to the general public or occupiers or surrounding properties.
  15. The Hirers will be held responsible for any damage to the building and any damage or loss of fixtures, fittings and contents occurring during the period(s) of hire. Sports shoes only should be worn in the Sports Hall. Hard heeled shoes, in particular stiletto or high heeled shoes should NOT be worn in the Sports Hall as these could cause damage to the flooring. The floor of the Sports hall can be covered with a protective carpet for an additional fee. Please discuss your requirement with the Booking Secretary.
  16. The Hirers will be held responsible for the cleaning of all equipment used during period(s) of hire. Any costs incurred by extra cleaning will be charged to the respective hirer. Hirers’ perishable items should be removed, including from the fridge, and taken home for disposal. They should not be disposed of into the Car Park litter bins.
  17. The keys to the premises and room(s) must be obtained from the Surveyors’ Department of the Commissioners’ Offices and signed for by the hirer or a responsible deputy on the day of hiring or on the last working day prior to the hiring during office hours: 9.00 am. – 4.30 pm. THE KEYS MUST BE RETURNED TO THE COMMISSIONERS’ OFFICES IMMEDIATELY FOLLOWING THE HIRE PERIOD, AND IN NO CASE LATER THAN THE FOLLOWING DAY. LOST KEYS MAY INCUR A CONSIDERABLE CHARGE FOR REPLACEMENT LOCKS AND KEYS.
  18. It is the responsibility of the Hirers to ensure that all lights and electrical/gas appliances are switched off, that equipment and coffee bar facilities are clean and stored away and general litter is removed to the dustbins provided. (Please see Item 16) If the litter/waste generated by the hirer is in excess of what would be considered an acceptable amount, that is in excess of the capacity of the waste receptacles provided then it is the hirers responsibility to ensure the removal of such excess litter/waste from the premises. It is the responsibility of the hirer to ensure that the door(s) of the room(s) hired and all external doors are locked and windows securely fastened on completion of the hire. (Please see Item 11.)
  19. Onchan District Commissioners do not accept any liability whatsoever for personal injury or death of any person whosoever arising out of or caused by the carrying on of any sport or activity of any description on any part of the premises or within the curtilage of the premises, including the car park, paths and surrounds.
  20. Onchan District Commissioners do not accept any responsibility whatsoever for loss of personal belongings, money or articles of any description belonging to the hirer or any person whomsoever attending the Centre, and no liability is accepted for any personal items or other goods left on the premises.
  21. All hirers using the Centre for Sunday charity fundraising sales (Car boot, Jumble sales etc) will be required to book the Community Hall, Committee Room, Kitchen and Coffee Bar facilities at a set charge for the period of 11.00 am to 3.00 pm. Car Boot Sales permitted on Sundays only, but Fayres may be booked for Saturdays or other times at the standard rates for the whole centre, excluding Sports Hall.
  22. Organizers/Charities can only book one sale per Calendar Month. Bookings can only be made up to fifteen months in advance.
  23. Onchan District Commissioners reserve the right, subject to notice, to vary the terms of the Conditions of Hire.
